Following the installation of Windows 10 April 2018 Update (Version 1803), we have received several reports of MicroStation Connect locking up after TopoDOT is launched. The issue was confirmed to be a Bentley issue and taken care of by Bentley and Microsoft.
Microsoft is pushing an update to fix the issue between the Operating System and Bentley MicroStation. You can manually download the update from Microsoft here: https://support.microsoft.com/en-sg/help/4340917/windows-10-update-kb4340917
